Why it matters to a town
Minutes are the public’s record of what a body decided. New Jersey’s Open Public Meetings Act says what they must show, including the actions taken and the vote of each member. Vendors now sell tools that draft them. Once minutes are approved, a wrong vote becomes part of the official record. His note “Where a person has to stay in the minutes workflow” maps the steps; this test measures them.
Method
For each meeting, the tool drafts minutes from the recording. Luis compares the draft with the approved minutes item by item, then edits it until it would be ready for approval, timing the review.
Measures
- Motions captured: how many of the actions in the approved minutes appear in the draft.
- Votes: each member’s vote recorded correctly.
- Unclear items flagged rather than guessed: a vote or a speaker the tool couldn’t make out, marked for a person to check.
- Total time to a draft ready for approval, review included.
The baseline to beat
Minutes written the usual way, from notes and the recording, timed the same way.
What counts as a pass
No wrong vote survives the review, every unclear item is flagged, and the total time, review included, beats the baseline. A single guessed vote is a failure, however fast the draft.
What will be published
Every draft, every difference from the approved minutes, every missed or guessed vote and the times, exactly as measured, with a plain note on which steps an AI coding agent carried out under his direction.
